India was shaken badly with the Nirbhaya multiple raping incident at Delhi on 16th December, 2012.
Women remain disappointed that no effective steps for better protection even after a period of 2 years.
During the budget presentation after this incident, the then Finance Minister, P Chidambaram announced Nirbhaya Fund and allotted Rs. 1000 Crores.
Another Rs. 1000 Crores has been reserved for Nirbhaya fund for this year’s budget as well.
However, this fund remains unutilised which is a shocking issue.
Rs. 500 Crores are being utilised for women’s protection for Highways department for improvement. So far, the department has not announced any plans. An amount of 32.92 Lakhs has been spent.
It is matter of shame and alarm that the project of patrol vehicles with a control center in various cities was allotted Rs. 150 Crores but work is yet to start.
Precisely, with only Rs.200 Crores utilised of the total Rs. 2000 Crores and no work even for that has commenced.
Recently, some students conducted a research and designed a whistle, the type of which is already in use in foreign countries. This can be added on to a key-chain easily. It is fitted with a rechargeable battery. If there are any attempts to rape, the button on the whistle i9s to be pressed.An ear-piercing whistle of 120 decibel sound will be heard to alert the nearby people.
This costs Rs. 250/-. It costs less in China and hence can be imported. Similar technology can be adopted to reduce the price.
A better suggestion is that the unutilised Nirbhaya fund can now be used to distribute these whistles to all women free of cost and the whistle can be named as ‘Nirbhaya whistle’.
Cell-phones can be given to women at subsidised prices which can be used to alert the nearest police station as well as family & friends.
Self-protection art can be taught free.Pepper-sprays can be given.
Facility to send an emergencysms to ‘Nirbhaya Protection Centre’ through GPS can be made.
The main issue is that the fund allotted under Nirbhaya Fund should be immediately put to useful purposes. All women’s service association may be brought together to take efforts and suggest some useful protection systems.
